Sarma has won the Jalukbari seat five times (2001, 2006, 2011, 2016, and 2021), and has only lost once (in 1996). Sarma, a former Congress politician, served as Cabinet Minister in all three terms of the Tarun Gogoi-led Congress government. He joined the BJP in 2015 due to disagreements with then-CM Tarun Gogoi.

Himanta Biswa Sarma is an Indian politician who was born on February 1, 1969, to Kailash Nath Sarma and Mrinalini Devi. Sarma has been a Member of the Legislative Assembly (representative elected by the voters of an electoral district or constituency to the legislature of the State government in the Indian system of government) from the Jalukbari constituency in Assam since 2001. Previously a member of the Indian National Congress (INC).
Himanta Biswa Sarma did his schooling at Kamrup Academy School; Guwahati in 1985. Later enrolled in Cotton College in Guwahati to further his studies in political science. Sarma also graduated from Government Law College with a Bachelor of Laws (undergraduate law degree). Sarma also holds a PhD from Gauhati University.
Sarma began his political career in 1996, when he joined the Indian National Congress. On a Congress ticket, he was elected to the Jalukbari Assembly constituency for the first time in 2001. He had defeated Bhrigu Phukan, the leader of the Assam Gana Parishad. He has been winning the Jalukbari seat ever since. He was elected four times: in 2001, 2006, 2011, and 2016. He is running for the fifth time from the Jalukbari seat in this election.
He joined the BJP in 2015 after clashing with then-Assam Chief Minister Tarun Gogoi.
