ULFA, Central Govt and Assam Govt to sign Peace accord in New Delhi today

According to the Assam Chief Minister's Office, a triangular memorandum of settlement between the national and state governments and the ULFA (pro-talks faction) is scheduled to be signed in New Delhi on Friday, December 29, i.e today.

According to the Assam Chief Minister’s Office, a triangular memorandum of settlement between the national and state governments and the ULFA (pro-talks faction) is scheduled to be signed in New Delhi on Friday, December 29, i.e today.

The Memorandum of settlement will be signed at 5 pm, with Union Home Minister Amit Shah’s presence. The pro-negotiations side within ULFA has presented a 12-point charter of demands for the talks.

The Chief Minister Office Assam, posted on X, “A Memorandum of Settlement will be signed between Government of India, Government of Assam and representatives of the United Liberation Front of Assam (ULFA) in presence of Union Home Minister & Minister of Cooperation, Sh. Amit Shah tomorrow at 5 pm in New Delhi”.

The post was also retweeted by Chief Minister Himanta Biswa Sarma, who is expected to be present for the signing.

A 16-member delegation of the ULFA pro-talks faction, led by Arabinda Rajkhowa. On Wednesday, the team travelled to New Delhi to meet with Shah prior to the agreement being signed.

Anup Chetia, the general secretary of the group, met with peace negotiator AK Mishra on Tuesday while staying out in New Delhi.

The ULFA was banned in 1990 when it began a military rebellion against the government. It was founded in 1979 at the renowned Rang Ghar, a pavilion from the Ahom era in Sivasagar.

When the pro-talks faction led by Rajkhowa made the decision to return to the state from abroad and take part in peace talks, the outfit split into two factions in 2011. The other group, ULFA (Independent), led by its commander Paresh Barua, was against negotiations unless the “sovereignty” clause was included.

The group in favour of the negotiations has presented a 12-point demands charter. This historic event is a big step towards ending prolonged conflicts and promoting peace in the area. 

These demands include amnesty, reintegration and rehabilitation of ULFA members and affected individuals, financial and economic arrangements, protection of the identity and material resources of the local indigenous population of Assam, constitutional and political arrangements, and a status report on missing ULFA leaders and cadres.

This peace agreement, known as the “mother of all peace deals,” is regarded as a significant development in talks. It is well-positioned to concentrate mostly on development strategies that will help the area’s residents. To finalise the contents of the accord, the pro-talk faction of the ULFA, headed by prominent personalities like Anup Chetia and Sashadhar Choudhury, has been actively involved in conversations with senior officials of the Home Ministry. The results of this historic peace accord are being awaited.
