Assam Cabinet Key Decisions: Assam Govt on Saturday took several key decisions pertaining to adopting a policy for maintaining the strength of district officials, criteria for appraisal of DCs, 3% increment to contractual employees of 5 mini ITIs, and approval of funds for Tinsukia Medical College.

 

Assam Cabinet Key Decisions Highlights:

Policy for District Officials:

  1. To promote districts as the fulcrum of administration & take governance closer to people, the policy approved for
  2. Maintaining District Teams throughout the year
  3. Release of IAS/ACS/ALRS officers intending to proceed on long leaves and under regular order of transfer without impacting district team structure
  4. Number of ADCs, SDOs, and Assistant Commissioners in each district is to be fixed as per size, requirements, and complexities
  5. Policy for replacement of officers proceeding on long leaves by attachment/posting against officers availing long leaves for more than 60 days on earned leave, etc, and the process for release of officers under orders of regular transfer till a suitable replacement is posted
  6. DC/SDO (Civil) having inadequate strength of officers will not immediately release officers intending to proceed on long leaves without getting a suitable replacement
    Emergency situations requiring leaves on medical grounds/reasons beyond control will be kept outside the purview

7. Criteria for performance appraisal of DCs for recording in Annual Performance Appraisal Report based on specific monitorable parameters Takeaways

Measurable parameters are to be assessed while reviewing the work of DCs and carry 40% weightage in the Appraisal Report Other assessments of personal attributes having 30% weightage & functional capability carrying 30% weightage in the Appraisal Report to be based on the personal assessment of Reporting/Reviewing/ Accepting Authority
3% Increment to Contractual Employees

9. 3% increment over current fixed pay drawn by all contractual employees of 5 mini ITIs under Skill, Employment & Entrepreneurship Dept Move to benefit 170 contractual employees
