LEADS 2022: The LEADS (Logistics Ease Across Different States) 2022 Report placed Assam, along with Andhra Pradesh and Gujarat, among 15 other states and UTs, in the ‘Achievers Category.’
The national index examines and ranks the logistics of Indian states. The index measures the efficiency of logistical services required to promote exports and economic growth. Unlike previous versions, the LEAD 2022 uses classification-based grading, with states and union territories divided into four broad categories: coastal states, hinterland/landlocked states, northeastern states, and union territories.

Other states classified as fast movers in the ranking include Kerala, Madhya Pradesh, Rajasthan, Puducherry, Sikkim, and Tripura.
Bihar, Chhattisgarh, Goa, Mizoram, Andaman and Nicobar Islands, Lakshadweep, Ladakh, Nagaland, Jammu and Kashmir, and Arunachal Pradesh are among the 15 states and union territories ranked in the aspirants category.

It should be noted that Assam has received the highest ratings for infrastructure quality, logistics service reliability, and operating and regulatory environment.
Further initiatives taken by the Assam government include the implementation of the Assam Logistics and Warehousing Policy, 2022, the deployment of an Automatic Number Plate Recognizing (ANPR) system on NH-37, which divides Kaziranga National Park, the implementation of a web-based E-Chalan system, the establishment of a Drivers and Conductors Training School in Guwahati, and the establishment of a National Institute for Automotive Inspection Maintenance and Training (NIAIMT),
According to the fourth LEADS (Logistics Ease Across Different States) 2022 report unveiled by Commerce and Industry Minister Piyush Goyal, the report ranks the States based on their logistics ecosystem, highlights the key logistics-related challenges faced by stakeholders, and includes suggestive recommendations.
